Bridge Discord's soundboard clips (and/or a Matrix-side equivalent) through the audio core so they're heard on the other side.

Discord soundboard sounds play into the voice channel, so the existing capture path should pick them up as ordinary audio; the open questions are attribution/triggering (who played what), whether to expose a Matrix-side equivalent trigger, and rate/abuse handling. A "Further out" roadmap idea (see the README Future directions section).
