We should figure out what additional moderation tooling we want for our Matrix homeserver. Since Matrix doesn't support roles yet, it would be nice to have new channels registered under a bot that will automatically add a list of moderators to moderation roles in the channel. We also want to look into subscribing to ban lists and possibly filtering out spam and illegal content through policy servers.

Research outcome in #21: Ketesa does not support Tuwunel (Synapse/MAS admin APIs only; Tuwunel has no HTTP admin API — admin-room commands only). Draupnir (#18) is unaffected since it works over the client-server API. knadh/tuwunel-admin is the current web-UI stopgap (sub-1.0; overlay-network-only if deployed); upstream Tuwunel admin-API discussion is the long-term fix to watch.
